Democracy is a form of government in which a state's or polity's laws, policies, leadership, and major undertakings are decided directly or indirectly by the "people," a group historically made up of only a small percentage of the population (e.g., all free adult males in ancient Athens or all sufficiently propertytied adult males in 19th-century Britain), but now widely understood to include all (or nearly all) adult citizens since the mid-20th century.

Where was democracy first practiced?

Democracy, in general, was practised within hunter-gatherer tribes in prehistoric times, according to studies of contemporary nonliterate tribal communities and other evidence. The transition to permanent agricultural communities resulted in income and power disparities between and within communities, as well as hierarchical, nondemocratic social structures.
