It aims to enhance livelihood security in rural areas by providing at least 100 days of wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work. Apart from providing economic security and creating rural assets, NREGA can help in protecting the environment, empower rural women, reduce rural-urban migration, and foster social equity, among others. later renamed as the “Mahatma Gandhi National Rural Employment Guarantee Act”, MGNREGA), is Indian labor law and social security measure that aims to guarantee the ‘right to work’. Based on this pilot experience, NREGA was scoped up to cover all the districts of India from 1 April 2008. The statute is hailed by the government as “the largest and most ambitious social security and public works program in the world”. In its World Development Report 2014, the World Bank termed it a “stellar example of rural development”. Labor-intensive tasks like creating infrastructure for water harvesting, drought relief, and flood control are preferred.

MGNREGA : During in COVID pendemic
Finance Minister Nirmala Sitharaman on 26 March 2020, workers under MGNREGA will receive an average increase of Rs 2000 each. It also announced that three million seniors with disabilities and widows with disabilities would receive an additional Rs 1,000 in two installments per DBT (Direct Transfer) paid in three months. This announcement was an attempt to counteract the losses caused by the Codex-19 epidemic. The 21st-day lockout was expected to cost the Indian economy around 9 lakh crores. Funds worth Rs 31,000 crore will also be available to increase medical testing and protect and provide better health for those financially affected by the Covid-19 intervention.

MGNREGA: Objectives
100 days of work are to be provided each year for unskilled registered workers in rural areas.
The main objective is to create a source of income for the weakest economic sector.
Successfully creating space for the weaker part of society and giving them a respectful life.

MGNREGA: Different levels
The structure of NREGA is systematically categorized into several levels to give ease benefits to the weakest. The NREGA hierarchy includes the following level-
National level
At the state level
Department Level
Block-level
Cluster level
Gram Panchayat level

MGNREGA: Allotment of work
The division of labor in MNREGA is done by Gram Panchayat. The gram panchayat will determine if the candidate is suitable for the current project. If the General Practitioner is unable to find suitable work for the post, the Program Manager will be required to provide work by the assignment made by the Gram Sabhas. If the Program Officer has assigned work, the Gram Panchayat should be informed. The Program Officer and the Gram Panchayat are responsible for ensuring that the work is assigned to all applicants within fifteen days of receipt of the application.

MGNREGA: Unemployment Allowance
The applicant is provided with daily unemployment benefits unless the job has been vacated within fifteen days of applying. According to Article 7 of the Mahatma Gandhi National Rural Employment Guarantee Act, the unemployment benefit payable will be less than ¼ of the salary for the first 39 days. It may not be less than half the rate of pay for the remainder of the financial year.

MGNREGA: Funds
The distribution of funds in NREGA is as follows…..
 
Step 1: The state government will submit an online proposal for the release of funds and after approval by the central government, the fund will be transferred to them. The ministry imposes two half-yearly sanctions.
Step 2: State governments will further release funds for the National Employment Guarantee Fund (SEGF).
Step 3: SEGF will then transfer the funds to different areas, after evaluating the demand for the reserves of the State Fund for various projects and works of MGNREGA.
Step 4: The e-FMS will record information about all expenses and salaries incurred for the project.
