Candidate should be- Indian citizen
- A Subject of Nepal/Bhutan
- A Tibetan Refugee who has settled in India before 1st January 1962
- Indian origin people who have migrated from Burma, Sri Lanka, Vietnam, Pakistan, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, and now settled in India.
