20 individuals or groups of hackers would have the opportunity to examine the UIDAI's Central Identities Data Repository (CIDR), which houses the 1.32 billion Indians' Aadhaar data, the largest digital database of individuals in the entire globe. According to the directive, the chosen applicant "shall be featured in the top 100 of the bug bounty leaders board such as HackerOne, Bugcrowd or listed in the Bounty Programs operated by major businesses such as Microsoft, Google, Facebook, or Apple, etc.
The order continues, "Or the candidate should be involved in bug bounty communities or programs and should have filed legitimate bugs or received bounty in the recent year." They must comply with UIDAI's rules and requirements by signing a non-disclosure agreement with it. It's interesting to note that the UIDAI has also said that the 20 hackers chosen for the program "must have a valid Aadhaar number and be Indian residents."
Unique approach
Perhaps the first government organization to run such a scheme will be UIDAI. If the ethical hackers will be paid for the activity is not immediately apparent from the order. But before being allowed on board, they will be registered or impanelled.
The Aadhaar data held in the CIDR is to be secured, according to UIDAI, "together with responsible disclosure of vulnerabilities." No candidate may have worked for UIDAI or one of its contracted technological support or audit organizations during the last seven years, either as an employee or as a former employee.
If more than 20 applications are submitted, UIDAI maintains the right to review and choose the top 20 qualified applicants. According to the decree, "an independent committee shall be established to evaluate and verify the candidates' qualifications, past bug-hunting records, references, and citations.
The candidate must also be an individual or a group of individuals who are not affiliated with or representing any organization, according to UIDAI, and they must take part in their own right. The decision released on July 13 emphasized that "UIDAI continually pursues strategic security measures to reinforce its foundational security architecture for secure and safe delivery of Aadhaar services."
