Job Description for UPSC IES ISS 2022
The roles and responsibilities of IES/ISS Officers are as follows:
(i) Implementation of development policies and programs, economic administration, and economic counseling, as well as other topics such as economic reforms, price-fixing, regulation, and monitoring and evaluation.
(ii) In today's fast globalizing world, an IES/ISS Officer is charged with making decisions. Amid the government's fast-growing reforms, the function of IES/ISS officers has grown in importance, and they now play a significant role in policymaking in the social sectors.
(iii) IES/ISS officers play a critical role in policymaking by providing continuity and a link to practically all aspects of government operations, allowing them to play a diverse role as in-house economists with subject expertise and experience.
(iv) The functions and responsibilities of specifically Economic Advisors include directly participating in the economic changes in the Ministry/Department to where they are appointed as we go up the ranks from Junior Time Scale (JTS) to Assistant Director/ Research Officer. The officials would be expected to provide constant policy advice to the appropriate Ministries/Departments, as well as useful insights on internal and external economics management and the facilitation of reforms in the fields/sectors involved.
(v) Officers serving as Economic Advisors would offer feedback to Ministries/Departments on all policy-related issues as well as their economic ramifications. The Officer will be in charge of monitoring and analyzing policy parameters under the Fiscal Responsibility and Budget Management Act of 2003 from an economic standpoint.
(vi) They'll also be tasked with aiding the Ministry of Finance in the preparation of the annual or other periodic statements necessary to comply with the Act's requirements. Before finalizing their Annual Plan Budgets, Ministries/Departments will confer with Officers in the position of Economic Advisors.
(vii) Economic Advisors will be assigned to various Ministries/Departments and will be required to interact with the Chief Economic Adviser in the Department of Economic Affairs regularly to ensure that the policies pursued by individual Ministries/Departments are consistent with the overall direction of the economic policy outlined in the Union Budget, Five-Year Plans, and other documents.
